The Housing Compliance and Training Specialist is a full-time position working within the Administrative Team, and reports to the Training & Compliance Director. The Housing Compliance and Training Specialist ensures the agency, and its programs comply with all relevant HUD and KHC regulations. This position will ensure data quality and monitor performance outcomes for all housing programs of Welcome House.

This position performs duties in accordance with Welcome House Core Values, including Compassion, Advocacy, Integrity, Quality, Leadership and Community.

PRINCIPAL DUTIES & RESPONSIBILITIES
1 Compliance
• Performs monthly internal program audits for compliance of external (HUD, KHC, etc.) and internal regulations for accountability.
• Reviews program participant’s records, as needed, in detail to ensure participant is receiving all necessary services.
• Reports to Training & Compliance Director & Management Team results of audits and follow up for plans for compliance.
• Maintains up-to-date knowledge with HUD and KHC ever changing Federal Regulations as they relate to Affordable Housing programs.
• Conduct annual review of each program audit layout tool with program management and team leads to implement any updates/changes and present changes and necessary training to direct staff.
• Tracks individual and agency audit scoring for the year and provides information to management for employee performance management monitoring and major work objectives.
2. Data Quality & Reporting
• Understand data infrastructure for participant-centered information in participant database.
• Run weekly and monthly data quality reports in the VESTA participant database system to ensure data quality.
• Systematically produce reports from participant database for internal and external use.
3. Training
• Perform training to employees to educate and inform teams of requirements and responsibilities.
• Reviews and evaluates training products and methods/procedures to ensure timely delivery of quality training.
• Assist in the development and implementation of training programs for new employees.
• Ensure all training records are filed according to the proper file management system.
4. Policy Development & Management
• Create, review and update policies and procedures in line with best practices, HUD regulations and government-funded program requirements.
• Work closely with program managers, supervisors, directors and staff to gather information and ensure that policies and procedures accurately reflect operational needs.
• Obtain and review qualitative and quantitative information from internal staff as well as participant feedback on programming operations, experiences and suggestions to ensure policy and procedures are in line with community, organization and participant needs.
• Identify areas for process improvement, efficiency gains or enhanced program outcomes and recommend updates to policies and procedures accordingly.
5. Internal/External Collaboration
• Attends All Agency or any agency related mandatory meetings or trainings, team huddles, program team meetings, department meetings and supervisions.
• Represents the agency, Compliance & Training team and/or Director of Compliance & Training at outside agency meetings on an as needed basis.
• Maintains positive public relations and serves as a liaison with other organizations and external offices.
6. Other duties as specified by the Training & Compliance Director.

QUALIFICATIONS:
Education
• Minimum of associates degree or equivalent.

Experience
• Knowledge of and/or experience working within a non-profit organization preferred.
• Experience creating reports; tracking and analyzing data.

Skills/Specialized Knowledge/Abilities
• Knowledge of government and other grant regulations.
• Proficiency with technology needed in individual areas/departments and participant databases used by the agency.

WORKING CONDITIONS:
Working Hours/Environment
• Work typically performed in an indoor, 3-floor office building

Tools and Equipment Used
• Personal computer, copier, fax/scanner, phone, and other typical office equipment

Travel
• Minimal-less than 5% of the time

Physical and Mental Demands
• Frequently required to sit at a desk/workstation for long period of time
• Ability to work at a computer terminal for extended periods of time
• Digital dexterity and hand/eye coordination in operation of office equipment
• Ability to speak to and hear employees/participants via phone or in person
• Body motor skills sufficient to enable incumbent to move between 3 floors
• Additional Mental Requirements: compare, decide, direct, problem solve, analyze, instruct, interpret
• Infrequent lifting up to 25 pounds: office supplies, donations or file boxes as needed
