The Emergency Shelter provides a safe supportive temporary home for women and children who are homeless. Residents are provided basic necessities in a caring and nurturing environment while staff assist them in planning for stable income and housing. Collaboration with other agencies brings a variety of supportive services such as legal support, mental health counseling, chemical dependency treatment and nursing care to the shelter.
Total served in 2008: 290 individuals (174 adults and 116 children). 40% of the residents were children; 67% of the children were birth to 5 years of age.

- Of the 9,000 projected number of bed nights in 2008, Welcome House provided 10,202 nights of shelter.
- Overall 46% obtained housing; however, for those who stayed 3 weeks or longer this outcome increased to 67%
- For residents who stayed 3 weeks or longer 78% obtained income on exit in contrast to 12% for those who stayed less than 3 weeks.
